The mission of Iowa Vocational Rehabilitation Services (IVRS) is to provide expert, individualized services to Iowans with disabilities to achieve their independence through successful employment and economic support.
What is IVRS counselor?
An IVRS counselor, a trained professional in vocational rehabilitation, can work with you to develop all or parts of your IPE. With your input the counselor will prepare the IPE for you to sign.
How long does it take to get a hearing from IVRS?
If you are dissatisfied with any action of IVRS related to your application or to the services you are receiving, you can request a “fair hearing” within 90 days after the IVRS decision or action. This is your opportunity to present your reasons to a fair and impartial third party why you believe the decision is incorrect; what policy or regulation you believe IVRS is not following because of the decision; and what remedy you are requesting. A hearing must be scheduled within 60 days of IVRS receiving notification that a hearing is requested, unless you and IVRS come to resolution independent of a hearing. Timeframes may be extended upon mutual agreement.

Assessment: This will be marked on your IPE if you are unsure of what your career goal should be. Assessments can help you figure out what you’re interested in and what career paths would match your interests and skills. Examples: O*Net Interest Profiler, Skills Inventory, etc.

When your concerns are not resolved through your counselor or the Rehabilitation Supervisor at the local level, you can request an Administrative Review by the Rehabilitation Services Bureau Chief. Again, CAP can assist you with this request.
Who can receive Vocational Rehabilitation (VR) services?
You can receive services if your goal is to become employed. You must have a disability which limits your ability to obtain employment and need VR services to prepare for, get, or keep a job.
How do I apply for services?
You may call an office close to you to request services. You may also complete a VR application and mail, email, or bring it to your local office.
How do I know if I am eligible for services?
You will meet with a counselor, who is a trained professional in vocational rehabilitation to gather information to determine your eligibility for VR services. Your counselor will let you know within 60 days of your application.
Do I need to pay for your services?
There is no charge for many of our services such as counseling and job placement. For some services that are purchased, you may be asked for additional information to see if you can afford to pay a part of the cost. A sliding fee schedule based on your family income is used. If you are on SSI or SSDI, your contribution is $0.
Do I have any say in this process?
Yes! You and your counselor are partners in this process. Together, we will use the information gathered to help you make informed choices about your employment goal, the services you receive and who will provide those services. Your employment plan needs to work for YOU.
What if I disagree with a VR decision?
You may appeal any VR decision with which you don't agree. It needs to be filed within 90 days of the decision. You may also find that disagreements can be quickly resolved by contacting your counselor's supervisor to discuss your concern.

If your case is currently open with IVRS, simply contact your local office for the information. If your case is closed, contact the IVRS Administrative offices in Des Moines at (515) 281-4211 or toll free at 1-800-532-1486.
