Pedro Rivera-Batista was appointed as the Assistant Director, Philadelphia, and Wilmington VA Regional Offices (VARO) on May 9, 2021. Prior to this appointment, he served as the Education Service, Executive Management Officer. In that role, he served as primary advisor to the Executive Director and oversaw critical operational areas such as Human Resources, Labor Relations, Budget, Communications and Education Workload. During his tenure in Central Office, Washington DC, Mr. Rivera served in various positions supporting the issuance of Compensation, Pension and Fiduciary benefits, and collaborated in vital functions regarding Human Resources, Labor, Safety & Security and other Support Service roles. Mr. Rivera began his VA career as a VR&E Work Study File Clerk at the San Juan VARO and later held various jobs as a Claims Processor and Management Analyst.

Dave Roesner was appointed as Assistant Director, Insurance Operations in November 2015. Dave began his career with the VAROIC in July 1983. Starting in the Philadelphia Regional Office’s Finance Division and then moving to the Insurance Center. Dave has held several staff, supervisory, and managerial positions with Insurance throughout his career. Karen Naccarelli was appointed as Assistant Director, Insurance Program Administration in November 2020. In this role, she oversees the development of program innovations, performance analytics and policy governing all ten VA insurance programs. She regularly interacts with program stakeholders from other federal agencies such as the Department of Defense and the uniformed military services as well as representatives of the commercial insurer that administers the Servicemembers’ Group Life Insurance (SGLI) program.Karen began her career with the VA Regional Office and Insurance Center in November of 1980, as a Veterans Claims Examiner in the Insurance Claims Division.She has held numerous other positions within the Insurance Center, and most recently before being appointed as Assistant Director, held the role of Chief, Policy and Procedures, VBA Insurance Service. In that role, she led a team that was responsible for legislative and regulatory guidance for the VA insurance programs and the policies and procedures applicable to ten different life insurance programs administered and supervised by VA.Karen has a BA in sociology from Mercyhurst College and is a member of the Leadership VA Class of 2017.

Brian Schofield was appointed the Manager of the National Contact Center in May 2020. He is responsibile for overseeing a staff of approximately 175 employees who are tasked with providing timely and accurate telephone service to Veterans, Servicemembers, their families and survivors. Mr. Schofield’s career in the Veterans Benefits Administration began in 2010 in the Philadelphia Pension Management Center as a Veterans Service Representative (VSR) and Senior VSR. In 2017, he was selected as a Supervisory Legal Administrative Specialist in the National Contact Center. Prior to his time with the VBA, Mr. Schofield began his career in federal service as a park ranger in the National Park Service. After receiving a Bachelor of Arts degree in History and Political Science from Rutgers University in New Brunswick, New Jersey, Mr. Schofield went on to pursue a Master’s in Public Administration from Rutgers University in Camden, New Jersey, with a focus on Public Management.

William Bethea was appointed as Veterans Readiness and Employment Officer for the Philadelphia Regional Office on November 11, 2016. Irit joined Interstate Rehab in 2003.
