I haven't found a cap on Chapter 31 tutoring amounts (there are caps for other programs), but the regulation does discuss that tutoring is an allowable expense. BTW, there is nothing wrong with needing a tutor. It doesn't mean that you shouldn't pursue your educational/vocational goals.
