I almost always assign players coming off the DL to a minors rehab, and mostly because I have to rearrange my 25-man, and sometimes 40-man roster. If they're a star player, they only stay in the minors for a day or two. From what I could tell, immediately promoting a player or sending them to rehab doesn't affect their development.
