The 45 days does not run from sentencing. The 45 days begins to run from the time an "acceptable" transmittal of the "Pen Pack" is sent to TDCJ. If there was some problem with the paperwork TDCJ could have rejected the Pen Pack for correction. It is not unusual for it to take some time to get the Pen Pack prepared.

There is no way to predict when he will be transferred because of security reasons. If he has more than a three year sentence, he will likely not be paroled out of the Dallas County jail but go to TDC.
